When President Bush was asked why he was not addressing the convention of the National Association for the Advancement of Coloured Peoples, his answer was dismissive.
Bush said, "Let's see. There I was sitting around the table with foreign leaders looking at Colin Powell and Condi Rice..." His voice then trailed away and after shaking his head, moved on to the next question.
The insinuation that having two black people appointed to high positions in his administration was a substitute for reaching out to the rest of the community created much anger from NAACP leaders. In the 2000 election Bush won only 9% of black votes.
