US Submarine Was Being Driven by a Civilian

It has been confirmed that the US submarine that sunk a Japanese fishing boat last week had a civilian at the helm.

However "The civilian is not in control of any actions that were not ordered by the commanding officer" although he had responsibility for the subs heading and angle.

At least 16 civilians were on board the sub at the time of the accident, but their identities will not be released. Meanwhile George Bush has apologized to Japan for the accident.
