Thursday Major League Baseball players and owners revealed a tough program which includes penalties for first-time use of steroids to enhance player performance. Also established were year-round random tests.
Penalties will increase with each positive test: 10-, 30- and 60-day suspensions. A fourth test failure will mean a one year ban, and the fifth offense will be subject to specific discipline by the MLB commissioner.
Commissioner Bud Selig said:
"I've been saying for some time that my goal for this industry is zero tolerance regarding steroids."
