Peter Sutcliffe, known as the Yorkshire Ripper was allowed out of the Broadmoor high security hospital to visit the burial site of his father's ashes. It has been reported that Sutcliffe was accompanied by four staff members.
The mass killer's father died of cancer last year. Former Home Secretary David Blunkett had made the decision feeling it was "the right and proper thing to do", and his successor Charles Clarke ratified the decision.
In a statement the Home Office said: "A full and comprehensive risk assessment was made by the authorities and the individual was closely supervised at all times. At no point was there any danger to members of the public."
