Several neighbors of BTK serial killer suspect Dennis Rader say he would go out of his way as a code enforcement officer to catch violators. He would videotape peoples' homes and, in one instance, he was measuring the grass on someone's lawn.
Rader studied criminal justice at Wichita State University in the 1970s but opted for code enforcement instead. The Mayor of Park City is refusing to release his employment records because of a request made by police.
Rader is also seen by some neighbors as having a good side. He was a Cub Scout leader and a leader at his Luthern church. The Pastor says church members "are in a state of shock and bewilderment about the turn of events that have unfolded this week."
