A four-story building on 131st Street in East Harlem partially collapsed Wednesday, crushing two cars. The structure was under construction and abandoned at the time of the collapse. One of the car owners said he was minutes from being crushed.
One witness said, "I saw the building! Like there was smoke everywhere, it was just down on the road in a matter of seconds." Others said the ground shook moments before the entire east section of the building collapsed.
The construction company working at the site was issued a partial stop work order three weeks ago and was cited for not having a permit for demolition work being done. The news fell on the heels of subway flooding, delaying passengers for hours.
