MILF to Stop Going After Civilians


An agreement between the Philippine government and the Moro Islamic Liberation Front (MILF) to avoid innocent civilian suffering was recently signed in Kuala Lumpur, Malaysia, "after a hard and prolonged discussion."

According to the agreement, both sides agreed to “refrain from intentionally targeting or attacking non-combatants, prevent suffering of the civilian population, and avoid acts that would cause collateral damage to civilians.”

The agreement comes after hundreds of innocent civilians were killed, and half a million more were displaced following the collapse of peace talks last year. Exactly how the agreement will be enforced is to be discussed at future meetings.

Great summary also. I hope that they can actually put the agreement into action, somehow I think it is just a bone tossed to keep people calm.

  It´s easy to sign agreements  
The hard part, especially when one is losing, is to keep the agreement. If denied the possibility of victory by refraining from attacks on civilians, I suspect that both sides will increase the number of "accidental" attacks on civilians.

...Signing a paper is one thing, enforcement is another thing entirely. Apparently they thought so also in that they will decide on enforcement methods at a later date.

At the beginning of the 20th Century, phillipine had an issue with bombers. They fixed it within 3yrs by executing the failed perps + accomplices with bullets dipped in pig fat.

,,..anyway,,,i appreciate those save people´s life,,but would be more at peace ,when civil war or terrorism will stop totally..:(
