An agreement between the Philippine government and the Moro Islamic Liberation Front (MILF) to avoid innocent civilian suffering was recently signed in Kuala Lumpur, Malaysia, "after a hard and prolonged discussion."
According to the agreement, both sides agreed to “refrain from intentionally targeting or attacking non-combatants, prevent suffering of the civilian population, and avoid acts that would cause collateral damage to civilians.”
The agreement comes after hundreds of innocent civilians were killed, and half a million more were displaced following the collapse of peace talks last year. Exactly how the agreement will be enforced is to be discussed at future meetings.
