Marco Antonio Ibarra, the chief guard at the prison of Tijuana, Mexico, was arrested in Culiacan where he had been hidden for a year for avoiding charges against him. Last year Ibarra beat a prisoner, 19, to death.
The chief guard wanted to find out how prohibited items like drugs and cell phones got into one of the cells. For it he ordered the guards to take ten inmates into a storage room for beating them. This sparked riots for three days.
The result of the uprisings was the death of at least 23 inmates, including two Americans who were killed by the guards.
